The University of Buea, UB, is up-to-date with the new financial nomenclature and practice in Cameroon christened Performance Budget.

Following instructions from the Ministry of Finance that all state corporations in Cameroon, from 2013, will execute their budgets following the Performance Budget system, UB is on the path to that.

At the 28th Council Session of UB, holding at the Faculty of Science Board Room, Tuesday, April 9 2013,   UB board members adopted their 2013 Performance Budget at FCFA 6 Billion.

UB’s Registrar, Chief/Prof Samson Negbo Abangma said the budget for means is now something of the past and now they are into Performance Budget. “We’ve had experts from the Ministry of Finance, who have schooled us adequately, on what the Performance Budget is all about. We have had our own internal meetings to adapt the new nomenclature and practice to our reality. Our 2013 budget is in that spirit,” he explained.

Prof. Abangma said their 2013 Performance Budget will focus on the

principal components of the Ministry of Higher Education and that of UB, which include; improving good governance, professional activities, the classical faculties, which is about teaching and expanding on outreach programmes. “These will be followed by various activities and tasks, clearly spelled out and given a cost to them,” he added.

On the University of Buea Students’ Union, UBSU question, the Registrar said; “The problem is not UBSU per se. The

problem is with a few individual students, who think they can disrupt UB activities in the name of UBSU and go free. UB authorities have told the student body they can organise their activities but they should not be violent prone,” he noted.

The Registrar added that the students involved in violent activities, twelve of them, have been arrested and are facing the law courts in Buea. “Being a student does not give you the leeway to commit crimes. If you commit a crime, you will face the law. That’s what the UB administration has done and they are ready to come to court and testify as witnesses.”

While the UB Council also endorsed the recent promotions and advancement of academic staff, the members entreated UB students and their parents to stay focussed and go in for quality education offered in the university. “Let students of UB not be derailed with issues that are not compatible with their studies. Parents should advice their children, know what they are doing in UB and that the varsity management will not tolerate violence,” he said.

The 28th UB Council was chaired by the Pro-Chancellor of the university, Prof. Maurice Tchuente while the Registrar does the job of a secretary.
